productivity in the sector has grown by 26% in Spain, thanks to ICT and the Avanza Plan
The Secretary of State for Telecommunications and Information Society, Francisco Ros, in his appearance, now in the Senate, highlighted the significant role played by the Senate, precisely, in promoting the Information Society in our country.
must not forget that on June 14, 2005 was approved on a Paper "Recommendations" of the Senate for convergence with Europe's Information Society.
Today Spain is a networked society, through the efforts of everyone, including the Autonomous Communities, but appear new remains.
Employment generation by the Information Technologies and Communication, 400,000 people are overcome with an increase of 7.2%. Sector productivity has grown by 26% between 2005 and 2008.
Spain is Europe's head and penetration of broadband lines, both fixed and mobile, with an average of 47%. Spain, in line-of-band Mobile Broadband, we are leaders in the world, and both must be added, as more and more, especially in Spain, many citizens access to broadband and mobile. Today there
24.3 million Internet users in Spain and 98% access to broadband.
ICT is the economic sector that contributes most to improve the average productivity of the economy. According to the i2010 report published by the European Commission in August 2009 on the ICT situation in Europe, half the productivity growth in Europe is due to ICT, and this through three ways: Directly
or through investment in these technologies. Increasing productivity
or other inputs (capital and labor) through technological advancement.
o Thanks to the effects on other sectors of the economy, improve efficiency, and the presence of network externalities.
• The contribution of ICT to improve productivity is based on a high capacity for innovation by themselves. It is estimated that about one third of the total national private R & D is the responsibility of ICT in our country.
or to this figure must be added the promotion of innovation in almost all economic sectors to bring ICT.
or fact, induced effects not only provide better facilities innovation of its user sectors, but also that such innovative possibilities grow exponentially as more agents adopt them.
• ICT improves efficiency and business competitiveness, and also help cut costs. Let's say the cost savings brought about by a service such as electronic invoicing. It is estimated that a small employer who sends and receives, for example, around 5,000 invoices per year, is saving costs and exceeding the 7,000 € with this new tool.
• The availability, especially with regard to Broadband high speed, it is crucial to create new jobs, new skills and new markets. It is estimated that for every million euros invested in the Information Society to create 33 jobs directly and indirectly.
• As discussed at the recent meeting of G-20, while many countries may still benefit from improvements in physical infrastructure, increase investment in digital infrastructure can have a positive effect on job creation, providing the same time the basis for further productivity gains, innovation and quality of life.
• As a result, ICTs have very visible effects on economic growth. In fact, According to calculations by the European Commission, contribute about 25% of EU economic growth.
• ICT is also the best instrument to implement and realize new business ideas, often with a very low cost, and thus take the lead in transformation processes that lead to a new model which to base our hopes for the future.
production model change in Spain
• In Spain, until recent years, economic growth has been largely linked to sectors that, while they produce results short-term expansionary, were characterized by a low intensity use of these technologies, so its multiplier effect on improving overall productivity and competitiveness of our economy was at best very limited.
• The survival of a model based on these technology-intensive sectors has been a liability in the context of sharp deterioration of macroeconomic conditions in which we are still immersed.
• In this respect, all experts agree that investment in a new production model must pass, among other things, and so unavoidable, the strengthening of innovation, knowledge and human capital, all central dimensions ICT.
• The focus on ICT and the strengthening of the Information Society and Knowledge is a common response to the crisis.
o In this regard, strengthening of ICT, including broadband Internet, is an essential component of the European Recovery Plan presented by the Commission in 2009.
o This proposal from the Commission includes more than 1,000 million euros for investment in goods and services and to cut costs in existing ones, being among its main objectives the creation of jobs and a better educated workforce.
• Also, many governments in developed countries like the United States France and the UK, have implemented initiatives to promote ICT resources aimed at curbing not only the most visible effects of the crisis but also to look further into this new production model, which should be chaired by innovation as a lever fundamental, and supported by pillars and preferential attention to sustainability and improved quality of life of citizens.
• To a large extent, and we must say with pride as a country-these measures which are played up in Spain and 4 years under the AVANZA Plan.
Contribution Plan Avanza model change
• Developing the Plan AVANZA is part of a task of government that began to be addressed in 2004 and aims to redefine, progressively, the bases of the production structure of our country, ICT giving an increased weight and an increasing role role to play.
• In this way, we designed a set of development policies of the Information Society which have been and will remain an essential tool for modernizing the English economy, create social wealth, improve productivity and competitiveness enterprises, promoting social and territorial equality and improve the welfare and quality of life of citizens within a development context sustainable.
• The implementation of the Plan AVANZA has made available a fundamental tool by which, finally, we are breaking free of that burden in the form of technological backwardness that has plagued our country in the past.
• ADVANCE has created a critical mass in our country for ICT in terms of market users and the general acceptance of these technologies as a daily component in the daily activities of citizens, businesses and institutions.
• It has thus triggered a change in mentality patent and multiple benefits for the future of our country.
• An objective as ambitious as this has resulted in numerous programs and courses of action, ranging from an extraordinary impulse of the communications infrastructure to ensure public access to all services related to these technologies to the creation of a new regulatory environment and regulatory framework, based on technological developments and the emergence of new services, ICT provides the clarity, stability, transparency and security.
• Also, strong support for training and empowering citizens and businesses in their use, with special emphasis on SMEs and their workers, as well as collective needs special (in particular, people with disabilities and older) for inclusion in the SI.
• In summary, the achievements of the Avanza Plan can be summarized as:
o reach out to all the SI (infrastructure + loans) o
everyone knew to use (training, dissemination) or Fijate
priority lines tractor paper
by government or develop products and applications by companies
• The Plan Avanza has meant devoting more than 8,000 million euros up to 2010 by the Government, over 4,000 additional million mobilized by other agents ( Autonomous Communities, Institutions Local public and private institutions).
• Plan results are evident in English society:
o The number of Internet users in our country is currently growing at a steady rate of half a million every 6 months. In the first quarter of 2009 reached 24.3 M and the Internet.
or According to Eurostat, the proportion of Internet users in Spain, which currently exceeds 60%, has grown in the 2005-2008 period faster than the European average and that countries of the likes of Germany, the UK and Italy. Spain has experienced in 2008 an increase of 12 percentage points, compared with 10 EU-15 points, 10 in Italy 9 in Germany and 8 in the UK.
o Over 227,000 families have benefited from loans at 0% for the procurement of ICT equipment. About 3,000 call centers and 2,500 libraries are available to 12 million people in rural areas.
o Spain, 3 out of 4 Internet users participate in one or more social networks. The English internet community is strengthened, after Brazil, the world's most active in using these networks. Spain has gained 10 percentage points in just one year, overtaking Japan to become the European leader.
or Spain is a world leader in electronic signature identification number Issued: near DE12, DNIe 5 million and 2 million certificates and digital signatures. It is estimated that by the end of 2009 the number will rise to 14 million.
o 49% of companies using electronic signatures, Spain ranks second in Europe, almost doubling the average of the EU27 (25%) with an increase of 21 percentage points in the last year, and almost doubling the 2007 figure.
or 97% of English companies is connected to the Internet via broadband. Spain ranks first in Europe, alongside France and Malta.
or precisely in this aspect of using broadband, it should be noted that Spain is among leading European countries in penetration of broadband lines, both fixed and mobile, with 47 fixed lines and mobile BA per 100 inhabitants.
or Key to this vantage point of Spain lies in the efficient running of the market for mobile broadband, which are leaders in Europe with 26 lines per 100 inhabitants (more than 10 percentage points over France, the second country penetration of this technology among the top five in Europe).
and Education Network: Education Support Network AVANZA channeled through Spain has become, alongside the United Kingdom, one of European countries supported the educational systems in most developed ICT. 99.3% of schools are interconnected, 98% of them via broadband, and equipped with ICT resources.
ADD: The digital platform has received international awards and has been adopted by the United Kingdom. Other countries like New Zealand, Saudi Arabia and certain Latin American countries have expressed interest and have contacted English experts. Health
or network: all English health centers are interconnected through a common node. 97% of primary care physicians in Spain have access to medical records of their patients (versus 11% in Canada or 7% in the U.S.).
o The overall pulse Avanza is giving the widespread use of ICT in homes and businesses and thus, the development of the IS in our country and the leading position it enjoys in some areas, primarily online education and health, contributes to English companies today are global references in different ICT sectors of the macro-and they open the doors for growth and internationalization.
or so, recent years have witnessed the crystallization of a group of ICT companies, mainly SMEs, but also some larger size, which has entered a decisive part in the international markets based on proprietary technologies and supported by an efficient organization of production processes.
or That growth has allowed to place some of these companies at the forefront of business segments such as transport management systems and infrastructure, defense systems, computer security and engineering solutions visual communication. Today, for example, two thirds of global air traffic manage information systems created by companies in our country also, information systems created and exported from Spain have managed e-voting experiences with 1,800 million users -No-unique worldwide.
or Through examples like these, companies in our country have accumulated valuable know-how that can serve as a catalyst for many other similar companies start their international adventure, and thus further consolidate a further English ICT sector stronger than it already is today.
o This increasing role of foreign trade in ICT is lined with advocated changing the production model. In fact, one of the characteristics of the new model it is to direct more resources abroad, since, until now, was heavily dependent on domestic demand.
• More Beyond the change of model sponsored by ICT and channeled through the AVANZA Plan, they have assumed a tempering of some of the most visible effects of the crisis.
• In this sense, not so much to further strengthen the policy of boosting supply, and largely achieved, and to diversify and to continue providing adequate initiatives stimulating demand, including within the dissemination activities and training.
• Examples of these actions are:
or extension of digitizing the older population segment [Spain recorded a rate of Internet well above the European average among young people, but below the average among the elderly]
or enhancement of the intensive use of ICTs in micro [less than 10 employees] and its implementation in terms of productivity, and
or the achievement of a higher percentage of exporting firms and technology vendors over the Internet.
• The actions contemplated in the Plan AVANZA are highly strategic for our country, given the characteristics of its production model and the particular impact of economic crisis.
• Without investment in ICT R & D and innovation are not enough, and without investment there is no entrepreneurship.
• It is appropriate and efficient combination of these variables would lead to a successful economic policy in line with new models of growth.
• The policies and future plans for the development of the SI show clear and strong commitment of the Government and its determination to drive growth and innovation in key technological sectors for our future and their willingness to support enterprises (especially SMEs) as engines of growth and job creation in our country.
• There is sustainable growth possible without the full involvement of business sector. Without doubt, invest today in ICT and development of the IS, is the best way to ensure the companies and our country, sustainable growth.
