Woke Up With Pain In My Testicle

joint Congress - Senate Government European Union, broken down by Minister of Industry, Tourism and Trade

Senate, Thursday, November 26, 2009

Thank you, Mr President,

come before Their Lordships to give account of policies, from within the competence of the Department to address, we will encourage as a priority, within the EU during the semester of the English Presidency.
A semester in which a government of Spain for the fourth time in its history, will take on a task that, in the three cases that preceded it, was pursued with rigor, accountability and efficiency.

A rigor, responsibility and efficiency that helped, and much, to make Spain a key element in the process of building Europe.

In this sense, much of what is now Europe, we owe the success with which different political governments were able to address a challenge that the English have proven to be sufficiently prepared.
hardly notice we passed this challenge if those governments had not been counted, and counted at the time, with the support of all democratic institutions.

support is a reflection of the sense of State and the European vocation of a country that, when she had to tackle a project of this size, it has no cracks. With conviction and determination.

The same conviction and the same determination that I am sure we will make a show again, with the support of all political forces. In the interest of Spain, in the interests of their regions and in the interests of a Europe whose weight in international political and economic concert we have an obligation to defend, consolidate and, where possible, increase.

It is therefore necessary that the strong and united Europe that the entry into force of the Lisbon Treaty will help to build, assume a position of international leadership in overcoming the current economic crisis.

We must not miss the opportunity to use the current context restructuring of global imbalances for Europe to position itself with character and identity in the future economy.

And they're doing to all Europeans. First, redefining the EU's institutional architecture. Second, deepening the democratization of structures that, from December, will be much more recognizable and identifiable as part of a joint project, which, in the first half of 2010, it behooves us to lead.

ladies and gentlemen, we face this challenge with the same philosophy with which we have participated and collaborated with the EU and the G-20 in the whole process of international crisis management.

A management in Europe, personally, has played an important role now must be enhanced, to place at the head of a recovery, also must stand out as one of the engines of European integration process.
so understood by the Government. And precisely because they understand, during the term of the Presidency, we will advance a set of measures, consistent with the program we have developed with Belgium and Hungary for the next 18 months, will help consolidate both economic regeneration as plans for future economic growth more sustainable.

ladies and gentlemen, our objectives are clear. And to help make them a reality, in the field of sectoral policies, the Ministry of Industry, Tourism and Commerce have identified a set of strategic actions, promotion and execution of which will form the backbone of our political action at European level during the term of the Presidency .

In this regard, and before entering the field, I would like to briefly mention the main implications of the Lisbon Treaty on policies that fall under the umbrella of my Department:

• First, the Treaty of Lisbon gives greater bargaining power to the Commission and a greater say in Parliament. As a result, the Presidency will work to facilitate the adoption of interagency agreements that help to realize the changes included in the Treaty.

• Second, the entry into force of the Treaty incorporates for the first time, a title dedicated to energy policy. As a result, the Treaty:
or First. Provides legal basis for an energy policy that, henceforth, will be a shared competence.

or Second. On security of supply introduces, innovative, the concept of a supply crisis, as well as supportive measures to cope.

• Third, in the field of trade policy change are draft. Of these I would highlight the following: o First

. Investment, services and intellectual property become the exclusive competence of the EU.

or Second. The framework for implementation of trade policy be adopted by codecision.

oTercero. Establishing, for the Commission acts within its competence, the obligation to legislate through a regulatory procedure. This procedure gives more opportunities for participation by Member States.

or Fourth. In the Adoption of International Agreements European Parliament will only have capacity for ratification, entering them into force provisionally from the date of signature.

or Fifth. The current GAERC divided into a General Affairs Council (GAC), chaired by the member state in turn, and a Council on Foreign Relations (GRE), chaired by the High Representative.

• Finally, the Treaty incorporates tourism as a new area in which the EU will have competence to support, coordinate or supplement the policies of the Member States, especially with regard to the competitiveness of European companies belonging to this sector.

ladies and gentlemen, step and in detail the main strategic lines, from the Department to address, we will drive in the six-month presidency. ENERGY

In the field of energy, the government has been reiterating the need for all EU countries in general and Spain in particular, a common energy policy.

A common energy policy must find its ultimate expression in a broad development of the Single Market for Energy.

In this sense, Spain has done its homework in the market, with our neighbor Portugal. Thus, we demonstrated that, when shared ideas and interests, obstacles that may arise are not insurmountable, and in any case, constitute an obstacle to articulate common.

But Spain is also a clear example of what lies ahead. I mean the energy interconnections with France, which limited development in the Iberian Peninsula makes it, in practice, an "energy island."

this regard is quite illustrative only data. Our level of interconnection is equal to the UK, 3.2%, 10 points lower than in Italy, 18 percentage points lower than in Germany or nearly 40 percentage points lower than in Belgium. But with the interconnection with France achieved by this government we will double our degree of interconnection, to reach 6%.

Increase security of supply on the EU level, preventing any of the member countries may be affected in a relevant way through unforeseen circumstances, must stand as one of the priorities of EU policy for the coming years.

In this sense, it is important to offer the rest of the world a message of unity and solidarity among Member States. Speaking with one voice, and jointly, in international forums provide credibility to the policies of the EU. Do not forget that the "solidarity" is included in the energy title of the new Treaty.

ladies and gentlemen, in response to these priorities, the Government of Spain, during the six-month presidency, will promote the following strategic actions in the area of energy:

• First, the adoption of the Energy Action Plan for Europe 2010-2014

. This Plan, the Commission will propose to the Council in the spring of 2010 with the vision on the goals planned for 2050, will be the cornerstone on which to settle the European energy policy over the next 5 years.

• Second, if the Swedish Presidency fails to complete this action, the implementation of the Agency Cooperation of Energy Regulators and other tools of the third package of energy sector liberalization.

• Third, the adoption of the regulation on security of supply of gas to the achievement of which we hope to reach satisfactory agreements with the European Parliament.

• Fourthly, support and promote the adoption by Member States, national plans for renewable energy development.

• Fifth, the goal of improving energy efficiency, for the purpose of saving 20% of expected energy consumption by 2020 compared to 2005, will be being particularly care for the English presidency, under the announced revision of the 2006 European Plan of Action for Energy Efficiency.

thereby help lay a stronger foundation committed 20-20-20, adopted by the European Council in March 2007.

• Sixth, the realization of the necessary arrangements for the new Instrument for Solidarity and Energy Security, to be submitted by the European Commission following the public consultation Green Paper 2008, see light soon.

• Seventh, the implementation of priority projects for interconnections, and agreed under the guidelines of the Trans-European Energy Network.

• In this regard, I note that the Economic Recovery Plan of the EU has already allocated funds, among others, the gas and electricity interconnections between Spain and France. The development of these projects will be monitored during our presidency.

• Eighth, under the European Strategic Energy Technology (SETPLAN) and taking into account the recent Commission Communication "Investing in the development of low carbon technologies", try to establish some conclusions in the Council of Ministers to facilitate the development industrial initiatives that fit this pattern.

These initiatives, ranging from renewable energy to carbon capture and storage, nuclear fission or intelligent energy networks should enable European industry to be in the path of a low-carbon content.

• And, in the ninth and last, and in the field of foreign policy, we aim to promote dialogue with key third countries, consumers, producers and transit of energy. To do this, we will strengthen dialogue with energy producing neighbors, and foster relationships with African producers and Latin America, with the aim of diversifying energy sources and supply routes, and ensure stability.

Within these actions, the English Presidency will articulate the mechanisms needed to prevent any future supply crises in our surroundings, paying particular attention to relations with Russia, the main supplier of fossil energy in the EU.

In this regard, we also expect to hold during the term of the Presidency, the Council transatlantic energy with the U.S., a country with which we want to establish closer ties in the areas of climate change and energy.

ladies and gentlemen, energy in the past has been the cause of wars and conflicts. Your little character, and the eventual depletion of these resources has led to a scenario of geopolitical and economic tensions that have hampered the understanding between countries. This is a cost more, not insignificant, to take account of fossil fuels.

It is time to end this trend. The emergence of new sources, inexhaustible and clean, is opening new perspectives, their energy not only an element of sustainable growth, but also international cooperation and cohesion.

ladies and gentlemen, we believe that energy, which in the past has been a reason for war and conflict, must be an element of cooperation. One reason for peace.
In this spirit, one of the priorities we have set for the six-month presidency, is to enhance the Mediterranean Solar Plan.

A plan that is based on collaboration, not confrontation. A plan that seeks to share technologies and resources, rather than competing for them.

A plan that ultimately will generate significant positive externalities that will translate into:

• First. The building, a large scale, solar energy and other renewables, facilitating and encouraging technological investment.

• Second. The development of interconnections in the south and east of the Mediterranean.

• And third. Reducing Greenhouse Gases.

To this end, the English Presidency intends to organize in Valencia on 11 and 12 May 2010, a Conference on the Mediterranean Solar Plan with the participation of European institutions, the riparian countries and industry.

I hope that Spain could raise the conclusions of the Euromed Summit Conference to be held in June 2010 in Barcelona. INDUSTRY

ladies and gentlemen, the recent economic crisis has had an enormous impact on industrial activity in all European countries. As a result of this situation, the vast majority of countries around us have plans in place to support their industries.

In this regard, one wonders, first, whether these measures mean, or not, a shift in industrial policy that traditionally has been implemented in Europe.

At the same time, it behooves us to reflect on the effectiveness of the plans put in place, and the need for continuity. In short, thinking about industrial policy after the crisis, within the EU.

And to do so, we first conduct a comprehensive analysis of all measures undertaken since mid-2008 to present, for every European country.

This analysis will conclude with a report that will form part of the documentation that the English Presidency presented at the Competitiveness Council to be held in March 2010.

ladies and gentlemen, that this paper will generate debate will produce a first draft that will specify the main lines of action that will integrate the EU's industrial policy for the next semester.

Moreover, and also as regards the field of industry, one of the basic objectives of the Commission before the entry into force of new European legal framework is to strengthen the role of standardization as a contribution to the competitiveness of the industry.

To date, there is a legal framework since its adoption has not been reviewed. In the present circumstances, this revision, we believe it is necessary.

And in this sense, it should be noted that the Competitiveness Council of 25 September 2008, adopted conclusions on Standardization and Innovation in inviting the Commission to review its Action Plan on the Standardization European level, consistent with the aforementioned conclusions.

In this regard, it is especially remarkable the desire expressed by the Council of Europe to take an active position in international standardization for the purpose of facilitating trade and investment in the interest of the European economy.

The Commission, after recommendations from a panel of experts, plans to present during the first quarter of 2010, the White Paper on the future of European Standards for the period 2010-2020, which raise the legal framework review European standardization.

Considering the above, the goal we set ourselves, for the six-month presidency, is to achieve an eventual political settlement in the Competitiveness Council of May 25, 2010.

Even without knowing the White Paper recommendations to be approved by the Commission on the Reform of European Standards is keen to Spain for the significance of the issues he addressed, in particular those relating to standardization in innovation.

addition, also from an industry perspective, we intend to promote and advance the implementation of the Small Business Act for Europe (Small Business Act). Especially in the area of the 3 priorities of its Plan of Action. Namely: access to financing, administrative simplification and access to markets.

ladies and gentlemen, the SBA is the broader community action for the benefit of SMEs. And in this sense, there are many actions being implemented by Member States to comply with the general principles laid down.
precisely why organize, in collaboration with the Directorate General for Enterprise and Industry of the European Commission in May, a conference that aims to be the main forum for exchange of best practices in the field of European SMEs.

Finally, in relation to the industrial area, the Government of Spain, during the six-month presidency, will make a clear commitment to the future. I refer to the focus on electric vehicles and plug-in hybrid.

I have the absolute conviction that the introduction of electric vehicles in our mobility systems is an opportunity industrial, technological, energy and environmental, that Europe should not miss.

ladies and gentlemen, most studies confirm that in the next 40 years, the number of cars in the world could reach 3,000 million, 3 times the current figure, the result mainly of thrust demand will experience countries like China or India.

These data show the enormous potential of the electric vehicle. Not only because it will multiply by 4 the number of vehicles in the world, but also because the expansion of the automobile industry will only be environmentally sustainable if it occurs through the electric and plug-in hybrid vehicles.

Therefore, and by the Government's intention to make sustainability a key element in the future of Europe during the six-month presidency, will promote a debate at European level to:

• First, study the possible measures to boost production of electric vehicles by the automotive industry in Europe.
• And, moreover, promote the use and growth in demand for this kind of prototype in Europe.

ladies and gentlemen, we are at a critical time in terms of positioning the European automotive industry. And so we should start working from now, they will be the first countries to launch the production of electric vehicles, which acquire competitive advantages that will be based on the future development of the industry.

In this regard, the Government of Spain is already working in this direction. A job that we want to extend the rest of Europe getting the EU to adopt a "European strategy on electric vehicles."

With this intention the electric vehicle will be a central issue to be discussed at the Informal Competitiveness Council next February in San Sebastian.
Our ultimate goal is to get the Competitiveness Council to be held in May, to take the conclusions that will integrate the commitments that member countries are willing to take in this area.

FOREIGN TRADE AND INTERIOR

ladies and gentlemen, on the other hand, as regards international trade, our priority will affect in the role he has as an engine of economic recovery and as a generator of economic growth, employment and welfare.

In this regard, we note that international trade has become a victim of the crisis, since it has contracted faster than world GDP, with which it is highly interconnected.

latest estimates of the WTO provide for a 10% drop in trade volume in 2009. The IMF predicts a larger drop of 11.9%. We have to wait until 2010 to attend a global GDP growth of 3.1%, increased trade and 2.5%, according to IMF estimates.

In these circumstances, the challenge is twofold:

• On the one hand, and short-term, overcome the current crisis by limiting its negative effects on trade.

• And on the other hand, long-term solutions lay the foundation for the world economy provide a capacity for sustainable growth, more balanced and more beneficial, especially for the poorest countries.

A European Union to play a major role in achieving these two objectives. We are a premier league player in the multilateral trade links with a decisive bearing on trade and global investment.

ladies and gentlemen, This important position requires us to make maximum efforts for world trade to act once again as one of the engines of global economic recovery.

And therefore, during our presidency, Spain will seek to encourage the maximum commercial initiatives aimed at eliminating barriers faced by international flows of goods, services and capital, which prevent the growth of world trade.

Under this line of action, we will address the challenges of the common commercial policy from two perspectives:

• Multilateral, with the Doha Round of the WTO as a priority. Our goal, though ambitious, is clear. We expect that during the English Presidency, progress will be substantial agreement on negotiating modalities for concluding the Round in 2010.

• And bilateral and regional levels, with a range of ongoing negotiations, some long, others of more recent onset. Pay special attention to negotiations with the Andean Community, Central America and Mercosur, and the strengthening of transatlantic relations. In the case of agreements with Central America and the Andean Community, we have set ourselves the goal of completion and signature occurs coinciding with the celebration in May 2010 in Madrid, the EU-Latin America and Caribbean.

addition to these initiatives, we want to progress in negotiating an international treaty for the Arms Trade, which was established as a legally binding instrument to control arms exports worldwide.

To conclude the English Presidency's priorities in the trade area, just add, in relation to domestic trade, our biggest concern, for the first half of 2010, is a correct transposition of the services directive.

In this sense, is scheduled a meeting of the Directors General responsible for commercial distribution member countries, coordinated by the Commission to review this process of transposition of the directive.

TELECOMMUNICATIONS AND INFORMATION SOCIETY

ladies and gentlemen, under the English EU Presidency, the Government must assume the major challenges that will probably will face Europe in the short to medium term. And in doing so, our strategy is to chair supported by two pillars:

• On the one hand, innovation, a key element in job creation, competitiveness and paradigm shift towards a more sustainable economy.

• Y, moreover, equality, solidarity as a factor of social cohesion and also at national level.

Both factors, both innovation and equality are integral to the development of a sector, the Sector of Information Technology and Communication, whose cross-cutting and capacity make it imperative in building a strong Europe, egalitarian and competitive.

Given their impact on economic and social terms, during the term of the Presidency, we will promote a set of joint actions to strengthen the ICT as a vehicle for generating growth and gains in competitiveness and social cohesion.

And to that end, we have set the following objectives:

• First, the launch of a New Strategy for 2010-2015, entitled "For a Digital Europe: The Strategy of Granada. ICT, Productivity and Quality of Life. "

This strategy, which will be addressed at the informal Council of Telecoms Ministers to be held in Granada in April 2010, will replace the i2010 initiative. Include all those aspects that help the promotion and development of Information Society and ICTs, as is the case of next generation networks, intelligent networks and the Internet of the future, among others.

• Second, foster a favorable environment for the deployment and use of infrastructure and advanced services.

• Third, promoting future adoption of a European Charter on the Rights of the users of ICT. In this Letter, we propose the inclusion of broadband in the Universal Service obligation for operators at European level, as already announced will happen in Spain from January 1, 2011.

• Fourth, to promote actions aimed at strengthening the network security and protection of intellectual property rights on the Internet.

• And fifth and finally, agree on a agreement on the development of a harmonized framework for the production of indicators on Information Society. In this sense, we consider it necessary to establish an agreement at European level on these indicators, enabling clear comparison between developing countries.

But to ensure the success of these initiatives is a need for the sector. And to that end, we have asked the European ICT companies that we express their needs and recommendations for action.

Since last July we launched this invitation, we held three preparatory meetings.

preparatory meetings have allowed the establishment of a working group to develop a high level report that will present on 18 January in Madrid, and including a Declaration of European industry on the future development of ICT sector in Europe. TOURISM

ladies and gentlemen, the set of strategies, from the Department Ministerial address, we will push for the next presidency are filled with those relating to tourism.

And in this sense, analyzing the importance of tourism at European level, it is necessary to make two points:

• On the one hand, it is imperative to note that Europe is the world tourist destination.

• And, moreover, needs to recognize the importance of tourism as a factor of economic growth and employment in Europe.

However, the competitiveness of European tourism sector is closely linked to sustainability, since the quality of tourism destinations depends heavily on the natural environment and local community.

It is therefore necessary to adopt an approach that addresses, overall, the sector's economic prosperity and social cohesion, environmental protection and promotion of the culture of European destinations.

On this basis, the English Presidency will guide their actions in the field of tourism, towards achieving the following objectives:

• First, we will support the coordinated action of the policies and measures in the EU, affecting the industry and tourism. And, to this end, promote the creation of an overarching framework for tourism policy, endowed with sufficient financial resources to the development of community actions in the field of tourism.

• Second, promote the establishment of a European Socially Responsible tourism model. And this in accordance with the objectives set out in the Commission Communication "Agenda for a sustainable and competitive European tourism".

• And third, and last, including the point of view of tourism in all those EU policies affecting this sector, and in particular, promote Senior Tourism Europe.

finish now. Ladies and gentlemen, once again we have to lead Europe. And as in the three times that preceded it, we will make a constructive, generous and responsible. Constructive

because the proposals we put on the table are geared towards innovation and equality, sustainability factors for the near and long term in Europe. Generous

because spare no effort and hopes in the search for points of convergence of interests that allow us sit and talk and agree on common responses to serve as support for a more united and stronger. And
responsible for the development of this task, I am sure we will have the support of all Honourable Members, as representing citizens who, as increasingly want to live much closer to Europe . Thank

.

From the Socialist Group in the Senate formally ask, when you my speech, the Government's strategy document to be opened to attempt a political agreement in the context of the Committee on Industry, Trade and Tourism, as we did on June 14, 2005, to the "Recommendations of the Senate "are taken into account.

The ten priorities, briefly are:

- Infrastructure
-
Safety - Digital Citizenship Services
- ICT as an engine of the economy
- Open Government
- Digital Content
- ICT Green (Sustainability)
- ICT and Health
- ICT Education Methodology

also from the Socialist Group, advance, ask to be present in meetings open in Spain in terms of ICT and SIC to actively participate in them, especially in Granada 2010 meeting to be held in April.

Secretary of State notes the Senate's role in promoting the Information Society in Spain

productivity in the sector has grown by 26% in Spain, thanks to ICT and the Avanza Plan

The Secretary of State for Telecommunications and Information Society, Francisco Ros, in his appearance, now in the Senate, highlighted the significant role played by the Senate, precisely, in promoting the Information Society in our country.

must not forget that on June 14, 2005 was approved on a Paper "Recommendations" of the Senate for convergence with Europe's Information Society.

Today Spain is a networked society, through the efforts of everyone, including the Autonomous Communities, but appear new remains.

Employment generation by the Information Technologies and Communication, 400,000 people are overcome with an increase of 7.2%. Sector productivity has grown by 26% between 2005 and 2008.

Spain is Europe's head and penetration of broadband lines, both fixed and mobile, with an average of 47%. Spain, in line-of-band Mobile Broadband, we are leaders in the world, and both must be added, as more and more, especially in Spain, many citizens access to broadband and mobile. Today there

24.3 million Internet users in Spain and 98% access to broadband.

ICT is the economic sector that contributes most to improve the average productivity of the economy. According to the i2010 report published by the European Commission in August 2009 on the ICT situation in Europe, half the productivity growth in Europe is due to ICT, and this through three ways: Directly

or through investment in these technologies. Increasing productivity
or other inputs (capital and labor) through technological advancement.
o Thanks to the effects on other sectors of the economy, improve efficiency, and the presence of network externalities.

• The contribution of ICT to improve productivity is based on a high capacity for innovation by themselves. It is estimated that about one third of the total national private R & D is the responsibility of ICT in our country.

or to this figure must be added the promotion of innovation in almost all economic sectors to bring ICT.

or fact, induced effects not only provide better facilities innovation of its user sectors, but also that such innovative possibilities grow exponentially as more agents adopt them.

• ICT improves efficiency and business competitiveness, and also help cut costs. Let's say the cost savings brought about by a service such as electronic invoicing. It is estimated that a small employer who sends and receives, for example, around 5,000 invoices per year, is saving costs and exceeding the 7,000 € with this new tool.

• The availability, especially with regard to Broadband high speed, it is crucial to create new jobs, new skills and new markets. It is estimated that for every million euros invested in the Information Society to create 33 jobs directly and indirectly.

• As discussed at the recent meeting of G-20, while many countries may still benefit from improvements in physical infrastructure, increase investment in digital infrastructure can have a positive effect on job creation, providing the same time the basis for further productivity gains, innovation and quality of life.

• As a result, ICTs have very visible effects on economic growth. In fact, According to calculations by the European Commission, contribute about 25% of EU economic growth.

• ICT is also the best instrument to implement and realize new business ideas, often with a very low cost, and thus take the lead in transformation processes that lead to a new model which to base our hopes for the future.

production model change in Spain

• In Spain, until recent years, economic growth has been largely linked to sectors that, while they produce results short-term expansionary, were characterized by a low intensity use of these technologies, so its multiplier effect on improving overall productivity and competitiveness of our economy was at best very limited.

• The survival of a model based on these technology-intensive sectors has been a liability in the context of sharp deterioration of macroeconomic conditions in which we are still immersed.

• In this respect, all experts agree that investment in a new production model must pass, among other things, and so unavoidable, the strengthening of innovation, knowledge and human capital, all central dimensions ICT.

• The focus on ICT and the strengthening of the Information Society and Knowledge is a common response to the crisis.

o In this regard, strengthening of ICT, including broadband Internet, is an essential component of the European Recovery Plan presented by the Commission in 2009.
o This proposal from the Commission includes more than 1,000 million euros for investment in goods and services and to cut costs in existing ones, being among its main objectives the creation of jobs and a better educated workforce.

• Also, many governments in developed countries like the United States France and the UK, have implemented initiatives to promote ICT resources aimed at curbing not only the most visible effects of the crisis but also to look further into this new production model, which should be chaired by innovation as a lever fundamental, and supported by pillars and preferential attention to sustainability and improved quality of life of citizens.

• To a large extent, and we must say with pride as a country-these measures which are played up in Spain and 4 years under the AVANZA Plan.

Contribution Plan Avanza model change

• Developing the Plan AVANZA is part of a task of government that began to be addressed in 2004 and aims to redefine, progressively, the bases of the production structure of our country, ICT giving an increased weight and an increasing role role to play.

• In this way, we designed a set of development policies of the Information Society which have been and will remain an essential tool for modernizing the English economy, create social wealth, improve productivity and competitiveness enterprises, promoting social and territorial equality and improve the welfare and quality of life of citizens within a development context sustainable.

• The implementation of the Plan AVANZA has made available a fundamental tool by which, finally, we are breaking free of that burden in the form of technological backwardness that has plagued our country in the past.

• ADVANCE has created a critical mass in our country for ICT in terms of market users and the general acceptance of these technologies as a daily component in the daily activities of citizens, businesses and institutions.

• It has thus triggered a change in mentality patent and multiple benefits for the future of our country.

• An objective as ambitious as this has resulted in numerous programs and courses of action, ranging from an extraordinary impulse of the communications infrastructure to ensure public access to all services related to these technologies to the creation of a new regulatory environment and regulatory framework, based on technological developments and the emergence of new services, ICT provides the clarity, stability, transparency and security.

• Also, strong support for training and empowering citizens and businesses in their use, with special emphasis on SMEs and their workers, as well as collective needs special (in particular, people with disabilities and older) for inclusion in the SI.

• In summary, the achievements of the Avanza Plan can be summarized as:

o reach out to all the SI (infrastructure + loans) o

everyone knew to use (training, dissemination) or Fijate

priority lines tractor paper

by government or develop products and applications by companies

• The Plan Avanza has meant devoting more than 8,000 million euros up to 2010 by the Government, over 4,000 additional million mobilized by other agents ( Autonomous Communities, Institutions Local public and private institutions).

• Plan results are evident in English society:

o The number of Internet users in our country is currently growing at a steady rate of half a million every 6 months. In the first quarter of 2009 reached 24.3 M and the Internet.

or According to Eurostat, the proportion of Internet users in Spain, which currently exceeds 60%, has grown in the 2005-2008 period faster than the European average and that countries of the likes of Germany, the UK and Italy. Spain has experienced in 2008 an increase of 12 percentage points, compared with 10 EU-15 points, 10 in Italy 9 in Germany and 8 in the UK.

o Over 227,000 families have benefited from loans at 0% for the procurement of ICT equipment. About 3,000 call centers and 2,500 libraries are available to 12 million people in rural areas.

o Spain, 3 out of 4 Internet users participate in one or more social networks. The English internet community is strengthened, after Brazil, the world's most active in using these networks. Spain has gained 10 percentage points in just one year, overtaking Japan to become the European leader.

or Spain is a world leader in electronic signature identification number Issued: near DE12, DNIe 5 million and 2 million certificates and digital signatures. It is estimated that by the end of 2009 the number will rise to 14 million.

o 49% of companies using electronic signatures, Spain ranks second in Europe, almost doubling the average of the EU27 (25%) with an increase of 21 percentage points in the last year, and almost doubling the 2007 figure.

or 97% of English companies is connected to the Internet via broadband. Spain ranks first in Europe, alongside France and Malta.

or precisely in this aspect of using broadband, it should be noted that Spain is among leading European countries in penetration of broadband lines, both fixed and mobile, with 47 fixed lines and mobile BA per 100 inhabitants.

or Key to this vantage point of Spain lies in the efficient running of the market for mobile broadband, which are leaders in Europe with 26 lines per 100 inhabitants (more than 10 percentage points over France, the second country penetration of this technology among the top five in Europe).

and Education Network: Education Support Network AVANZA channeled through Spain has become, alongside the United Kingdom, one of European countries supported the educational systems in most developed ICT. 99.3% of schools are interconnected, 98% of them via broadband, and equipped with ICT resources.

ADD: The digital platform has received international awards and has been adopted by the United Kingdom. Other countries like New Zealand, Saudi Arabia and certain Latin American countries have expressed interest and have contacted English experts. Health

or network: all English health centers are interconnected through a common node. 97% of primary care physicians in Spain have access to medical records of their patients (versus 11% in Canada or 7% in the U.S.).

o The overall pulse Avanza is giving the widespread use of ICT in homes and businesses and thus, the development of the IS in our country and the leading position it enjoys in some areas, primarily online education and health, contributes to English companies today are global references in different ICT sectors of the macro-and they open the doors for growth and internationalization.

or so, recent years have witnessed the crystallization of a group of ICT companies, mainly SMEs, but also some larger size, which has entered a decisive part in the international markets based on proprietary technologies and supported by an efficient organization of production processes.

or That growth has allowed to place some of these companies at the forefront of business segments such as transport management systems and infrastructure, defense systems, computer security and engineering solutions visual communication. Today, for example, two thirds of global air traffic manage information systems created by companies in our country also, information systems created and exported from Spain have managed e-voting experiences with 1,800 million users -No-unique worldwide.

or Through examples like these, companies in our country have accumulated valuable know-how that can serve as a catalyst for many other similar companies start their international adventure, and thus further consolidate a further English ICT sector stronger than it already is today.

o This increasing role of foreign trade in ICT is lined with advocated changing the production model. In fact, one of the characteristics of the new model it is to direct more resources abroad, since, until now, was heavily dependent on domestic demand.

• More Beyond the change of model sponsored by ICT and channeled through the AVANZA Plan, they have assumed a tempering of some of the most visible effects of the crisis.

• In this sense, not so much to further strengthen the policy of boosting supply, and largely achieved, and to diversify and to continue providing adequate initiatives stimulating demand, including within the dissemination activities and training.

• Examples of these actions are:

or extension of digitizing the older population segment [Spain recorded a rate of Internet well above the European average among young people, but below the average among the elderly]

or enhancement of the intensive use of ICTs in micro [less than 10 employees] and its implementation in terms of productivity, and

or the achievement of a higher percentage of exporting firms and technology vendors over the Internet.

• The actions contemplated in the Plan AVANZA are highly strategic for our country, given the characteristics of its production model and the particular impact of economic crisis.

• Without investment in ICT R & D and innovation are not enough, and without investment there is no entrepreneurship.

• It is appropriate and efficient combination of these variables would lead to a successful economic policy in line with new models of growth.

• The policies and future plans for the development of the SI show clear and strong commitment of the Government and its determination to drive growth and innovation in key technological sectors for our future and their willingness to support enterprises (especially SMEs) as engines of growth and job creation in our country.

• There is sustainable growth possible without the full involvement of business sector. Without doubt, invest today in ICT and development of the IS, is the best way to ensure the companies and our country, sustainable growth.

State Tourism Secretary Joan Mesquida sets priorities in your area in the Senate

Yesterday I had the opportunity for a hearing with the Secretary of State for Tourism, Joan Mesquida, and share a working lunch with him, which we discussed various issues in the tourism sector, not forget to set a meeting with ASOHTUR (Soriana Association of Hotel and Tourism) who had applied for a business meeting, something that compremetió.

The Secretary of State in the Senate Budget Committee said, thanks to the text that we pass Daily Record Department of the Senate:

"The state of relations with the tourism industry because we maintain a good partnership, a permanent dialogue, possibly ever produced in Spain. I remember, for example, that May a meeting of Prime Minister with the tourism sector, by the way, the first meeting held a prime minister with the tourism sector from the constitutional history of Spain was with President José Luis Rodríguez Zapatero, "I also remember there is no other sector of economic activity has had a Cabinet Case in tourism, I also remember that there is no tourism-related budget of the magnitude and scale as the one adopted in 2008. In 2010 we will have a budget of 779 million euros, which means growth, within a general environment of budget reductions, from 0.13%. It may seem that growth of 0.13%, but you have to say is that it consolidates the budget increase of 109% last year. Suffice it to recall that the last approved budget for the Popular Party government in tourism was 137 million euros. The difference between the way of addressing issues related to tourism is like day and night. This budget will allow us to continue working in many actions you may or may not share, but should not ignore. We have had an impact on all areas related to the strategic plan in Spain, the entire tourism sector both public and private reached full consensus or ".

The Commission itself, as a spokesperson in the same in the area of Industry, Tourism and Commerce, also shared the following, as stated in the Daily Record:

"Mr. Secretary of State made clear and demonstrated that these assumptions, in some way respond to a strategic sector such as tourism to Spain. The statements we have heard, which contrasted with this, by the Popular Party did not share either the industry or, of course, tourists who visit us. Nearly 47 million international tourists almost came to Spain in the first ten months of the year, according to a survey Frontier Tourist Movement, Frontur, which has just been published today. I came through just facebook message someone saying that Spain, beyond the budget debate, is a place where people can enjoy not only by the beauty of the place, but by the greatness of the people, by the food, for their never-ending story, that is good to know and must know even more; Spain is making a major effort to spread these elements.
agree with you, how could it be otherwise, Mr. Secretary of State, this Government has opted for the tourism sector has received for the first time the Prime Minister to the sector, this was not done before, has been created Secretary of State, has been a Case Cabinet, and facts are love, Mr. Secretary of State, you said: EUR 137 million was the budget of the previous government-that is, not worried about tourism, " EUR 779 million budget is what the Government of the Socialist Party. If all you are saying now is wrong, commission 137 000 000 Euro is, proportionately, twice as bad. If 779 is not enough, in a context of global economic crisis, and I finished, it is reasonable to make 779 is a clear and firm commitment of this Government.

The World Tourism Organization has just congratulate Spain on the steps taken, so we are on the right track in this set of measures for sustainable development and technology that offer clear, sustainability and new technologies with the private sector raises Renewal, which will fit within those measures which the Government commitment. It is true that the global crisis affecting us by speculation, but we can not do is recreate the evils and no solutions, as is looking for this Government, and especially in the tourism sector, emphasizing, as nobody ever had. The result is precisely here, in this negative context, where we have these results we hope and call to tell us we're on the right track. "

Rest in peace Board Soria can expect ...? Loly

Leo today
Herald Soria two stories, a " waiting list a year for cardiology patients " , the other an op-ed Roberto Ortega, with fine irony that characterizes it, that is to say that establish a plan minimum investment to the Junta de Castilla y León (Soria Covenant ") is little more than one occurrence, suggesting that we all throw each other investment data to the head.

His article " let's pact comes " would be to break out laughing, hear each other as if it were not for what it takes "to bring Soria" each investment, and the figures, data, machines The works that accumulate on the road since the start of PAES (Specific Action Plan for Soria) by the Zapatero government, with the momentum of the PSOE in Soria, prove it.

order not to saturate remember that only figures for 2009 have increased annual investment of 30 times "Los Pepes" Soria including two ministers, or put another way, only in 2009, in a single year, has increased investment by 4 executed by Aznar Rajoy + ministers + Soria in 8 years. Can match, without more, two realities are so unequal?. I understand that unless an injustice and run like the plague of rigor information.

For no one is sure you Google "contractors chamber Castilla y León" and once on your page goes to "industry statistics" and then click the option "Year", and reveals the cake: Government of Spain 351.87 million euros invested in Soria, Castilla y Léon 51.75 million euros, and the municipalities of Soria 43, 75 million euros of which 16 million belong to Plan E, Zapatero.

if the Zapatero government is now investing 351 million euros in one year what did Aznar and Rajoy + mariachis as they passed oblivious to Soria and invested 13 million euros a year?. Can you throw away no more, as if nothing had happened here, this reality proven by the machines now are on the road Soria and in our cities because the PSOE?.

De la Junta de Castilla y León only know that carry nearly a quarter century sending and do not know if Soria know where to tell by the investments that have been miserable every year, as we suspect this will be special, gave us 51 million euros. Investing

little Soria has consequences, of course, expect a year for cardiology, are not medical devices for the treatment of radiotherapy, there are no specialists, no pediatricians in rural areas, there is not a single meter of highway autonomous in this nearly quarter of a century in the cultural field of Cultural Interest not touch or be reversed in the environment only becomes entangled but not reversed and ... Soria municipalities collect outstanding investments of the Board, where we use the example of the city of Soria.

Of course, that "the Junta de Castilla y León rest in peace ... almost", no one dares to bother with offers of social pacts to require the least correspond to the province will not be that Herrera and Marichus (the agredeña Vicepresidanta 1 st) let the applause until the knuckles of the President of the PP angle bombard us with heavy artillery institutional propaganda, which leads to radaules, we invade.

That the Junta de Castilla y León rest, after nearly a quarter century without do nothing, and the "Pact for Soria" is facing an abortion (with the permission of abortion Aznar did not change the law) so that no one bothers to the Board. The investments of the Board can wait another quarter century, always find excuses for not asking and not disturb the Board, which makes enough to engage in criticizing Zapatero, although it neither charged nor paid.

as the "Pact for Soria is an instrument aimed at investments to start Soria, if that road is not appropriate to agree with the economic and social de Soria stop start investments, agreed, the Junta de Castilla y León for our province by June 2011 (new elections) ... is there any other idea? ... or expect another quarter-century as the Board rests in peace (rental investors to Soria) ...

Soria, I can not wait, go on, another quarter-century ... yes, it's no surprise then, for example, a cardiology patient take a year to be served "can also expect the heart? ... yes, let's deal for Soria, at least until a better idea is not put on the table.

Clerk presents his first book, "The skull of imbecile"

Soria, a city of novice writers
Title: "The skull of imbecile"
Author: Loly
Chief Clerk Reporting Cadena Ser Soria

According to the preface of the literary critic Cesar Millan, the book contains extensive news depth are the starting point of the narrative. Moments that marked a before and after the life of Soria, with characters figured as part of the history and essence of it, all wrapped in a plot that makes it interesting.

Laura, the main protatonista, a woman made herself, committed and clear ideas, but considering his grandfather, moves through the narrative that appears Machado himself or Retógenes (perhaps emulating a Caramia Retógenes Numantino that Valiente Cerco draw Scipio)

The book's title starts Antonio speech In honor of D. Machado Antonio Pérez de la Mata in October 1910 "and has come to summarize many of the lessons that will receive the star of his grandfather and not abandon throughout the novel" (Cesar Millan, literary critic Soriano).

Introducing the book has been, Manu Berástegui, director of cultural programs Cadena Ser Manu wanted to put a "but" Loly, "love does not sell well stand in the novel, which has been corrected and answered by the author (enlivening the presentation) making it clear that she did not want to distract the essence of the protagonist, and the echo of a woman to succeed does not have to go through the parameters understood as "normal" on his arm of a man.

Soria, once again, welcome with love the new novel by an author: Loly Escribano, like the protagonist of his book (though he said it is not autobiographical, but by taking advantage of news events that knows first hand), a direct woman , brave, made herself, with clear ideas, is to add, in our city, cultural content, as it did the last 13 writer Carmen Robles with the presentation of his book "How to love women."

In this note we wish to Loly Escribano all the success it deserves in this new challenge that has drawn with his book "The skull the jerk. "I encourage you to read the book worthwhile.
